2024

Water Fee Study

The City of Rawlins Council reviewed Water and Sewer Rate Studies during a January 30 work session, April 2 work session, and May 21 regular meeting. These studies present in-depth information about the current state of water and sewer funds, infrastructure, and expenses and revenues. On May 21, Rawlins City Council approved water and sewer increases to provide reliable water, wastewater and stormwater systems. For the average homeowner, it is a 50% increase in their monthly utility bill from $80 to $120. 

2024 Rawlins Water Master Plan Level 1 Study

Funded by the Wyoming Water Development Commission (WWDC), the state’s water planning agency, the Water Master Plan Level I Study prioritizes necessary water system improvements and enables the city to access the grants and loan program of the WWDC. The WWDC approved the final Water Master Plan Level I Study in 2024.

2022

Water Infrastructure and 2022 Critical Water Event Report

On March 30, 2022, the city released a comprehensive report on its water infrastructure following a critical water event that affected Rawlins and Sinclair. Earlier that month, residents were alerted to dangerously low water tank levels and asked to conserve water for essential use only. Unfortunately, the tanks continued to deplete, leading to a low-pressure emergency and a boil water advisory being issued. Download the PDF.

Water Rate Analysis Report

The City of Rawlins hired Rate Specialist Carl Brown to evaluate and propose rate changes for our water enterprise fund.  The water rate report was compleded in August 2022. Since water services operate as a fee-based enterprise separate from general city funds, they depend entirely on the revenue they generate to maintain quality, update infrastructure, and secure necessary staffing. Without additional funding, our ability to repair essential infrastructure and operate the pretreement plant is at risk. State grant and loan agencies have made it clear—a rate increase is required to qualify for funding. Download the PDF.

2020

Source Water Protection Plan

This plan, adopted by the city in July 2020, was to determine what measures, the community and the City of Rawlins believe are appropriate to protect the City’s municipal water supply. Download the PDF.

2013

City of Rawlins Operations Level I Study

This plan, completed in June 2013, was developed to be used as a tool by the City of Rawlins to maximize the supply, storage, treatment and distribution of their municipal water, and to complement previous master plans and storage and supply studies.

2010

City of Rawlins Water Master Plan Level I Study

The City of Rawlins Water Master Plan Level I Study, completed in May 2010, aimed to address key areas of the city’s water system. While previous efforts focused primarily on the water supply, this study expanded its scope to include the distribution system and other crucial components.

2007

City of Rawlins Needs Assessment Project

The Needs Assessment Project, launched in 2007, was designed to help the City of Rawlins strategically plan and budget for city improvements. By gathering utility data from the Department of Public Works (DPW) and conducting visual inspections, priority areas for upgrades were identified based on both utility needs and surface conditions. Using tools like Geographic Information System (GIS) software (ArcMap) and spreadsheet software (Excel), the city created a comprehensive database to analyze and rank these priorities.
